I'd have nothing against this is you encourage people to do something of value, for instance creating a card with a new (useful) mechanic, designing a competition or a PvP event, coming up with tournament ideas or applying for currently open staff positions.

Posting in a forum game is something you do for your own amusement and doesn't benefit the community. Inventing/introducing and hosting a forum game would benefit the community, on the other hand.

Something like an achievement/medal program has been discussed before. This could simply become a "challenge" thread of real value, but you need to change the OP drastically to up the ante. Encouraging low content posts and rep spam is tantamount to spamming, yourself, and will result in a minor penalty.

On a more serious note, I think this would be a quite good idea. I'll start then:

If you want lots of rep I got lots of work for anyone. The problem is that people rarely want to do to big things.

Either way here are just 2 things I thought about. I got more things on my list of things I think should be done, but most demands certain skills.
1: Make a summarize of all the post in patch 1.4 thread.
2: Make a thread for supernova decks in the same style as these threads:

The issue with this thread is that Rep is already gamification of "producing value in the community." Gamifying gamification tends to devolve into circle jerking

He means a compilations explaining the cards normally used, not a list of decks. The closest we have is Acsabi's tutorial on PSNbows. It still has a different style since it is a theoy article. It could be a good starting point.

The archetypes that would need to be covered are
SNbows based around QTs, PSNbows and Sosebows (that normally use towers). There are some oddballs like mutation decks and singularity/antimatter decks too.
