Fractal isn't a rare card, but Miracle is. The "spends all  quanta" was a nerf that was put in place.

If it came into the game with the side effect of draining all aether quanta shouldn't it be treated as a rare like Miracle since it has the same unique side effect? If not then what's the point of having miracle as a rare? I mean it's not the only card that drains your quanta.

They are entirely different cards with entirely different purposes. There is no relation between them other than the fact that they both cost all your quanta of that type. Your argument would be like saying that Eternity shouldnt be rare, because it uses 5 time quanta and a lava golem uses the same 5 fire and isnt rare!

No... First of all eternity is a weapon. Second of all what I'm trying to say is there is nothing that distinguishes Miracle from the rest of the cards anymore so why should it be treated as a rare?  Weapons are weapons and nymphs (yes I noticed why arctic squid is rare) should be treated as rares because their abilities are spells.

Uh is there any other spell that can heal for 98 damage in the game? I didnt think so. And if you use it with cards like Shard of destiny and stone skin, it can actually heal for up to 518 with just one ability .

Honestly don't even go there with your argument. Miracle was unique because of its self quanta draining side effect NOT because of it's healing ability. If you honestly use that as your main argument then Firefly Queen should be rare because it is the only card which produces fireflies :S

Rare cards are generally rare because they have some special effect that makes them more useful than regular cards. Miracle's special effect is that it heals all your hp except one point, no matter what your max/current hp is.
