To the option "other": There could be options , I can´t imagine:
Maybe you only want one league and the question is nonsense for you this way ? A reason to vote for "other". (for example)

Obviously, it should be just as easy to be successful in a higher league than a lower league because there are less people in the higher league and the rewards for your deck winning would be greater...So yeah, I think the option should be given.

I dont see the point of preventing people with high score from submitting to lower tiers if they want.
Then we could just as well lock PvP 1 away from everyone with "high" scores. It would be a similar thing.

The system should with ease handle that your deck is added to the bronze/silver/gold/platina which correspond to how much points you used. And subsequently the rewards are scaled back.

If you can fight everyone you should be able to challenge everyone.

On pure speculation and assumption gold is probably the best one to submit to and fight, not too hard and probably worthwhile rewards vs time spent. While the lower ones would suffer in rewards and earning and platina would be too hard. No matter what the majority of people will go for the one which gives the highest payoff.

Considering that T500 has limited spots (500 only), I wouldn't think it's necessary for higher ranked players to be able to add decks to the Platinum League (where they belong) AND to the Gold/Silver league, thus "stealing" someone else's right to add a deck.

Each player has ONE spot in T500, wich is determined by his score.

We should have the "top 500" decks in each league, whether or not they came from "stronger" players or "weaker" players.

A player should only be able to submit one deck to T500, even if he or she chooses to put it in the lower leagues.
