Probably he means that when your opponent performs a certain action, it prompts you into whether you want to throw out an instant, direct counter, or wait to use it for later.
For example, your opponent plays a creature, you have a quickplay spell that can reverse time it or something, it asks you if you want to use it, and for every single creature your opponent plays, you have to keep saying no, or use it.
This would require a rework to the game, so I say it's not going to work at the moment.
