I mean it, i keep seeing the  :underworld thing whenever people talk about a war or something... what IS it?

One thing that everyone else forgot to mention - Underworld is also a playable faction in World of Elements.

you can't... it's in alpha stage right, only a few alpha testers can play it, just to test things

It's still being tested as Alpha. If you're interested, you could try to sign up for the Beta when it comes around. :)
