Based off of the system I used in the Weapons Tier List:
Tower: +1, good shield to use in place of in-element shields that are lackluster or don't fit the purpose of the deck.
Dissipation: =
Skull: (EDIT) -1, Heavily reliant on RNG and Elite Skeletons still deal 1 damage. I would put it lower if it weren't for the ability to block Malignant Cells.
Bone Wall: =
Gravity: =
Diamond: (EDIT) +1, 3 damage reduction is nothing to laugh about, especially when considering Adrenaline.
Carapace: =
Jade: =
Fire: =
Permafrost: +1, Freezing is a good stalling method even if it only occurs 30% of the time. Also, damage reduction is fairly decent.
Solar: -1, can't be used with Sanctuary and ability is lacking compared to the others.
Mirror: +1, inverse of above.
Hope: =
Fog: =
Wings: +1, Keep in mind that it also blocks all but 2 weapons.
Procrastination: =
Dusk: =
Phase: +1, 6 copies block all damage for 18 turns, which is almost enough to deck out a 30 card deck assuming you start the chain as soon as you start taking damage.

C Tier: Gravity, Fire, Hope, Diamond
