I have to agree there.  :time / :water may not be the least used, but its prolly in the top 5.

I agree with everything except the last one, :time/ :water is actually a fairly effective deck. However, I've never seen a good :water/ :darkness duo that doesn't just randomly splash one element so it can be a duo.

The OP isn't asking for the least effective, he is asking for the least used.  I like  :time / :water, nobody expects it.   :)

404 = Darkness Pendulums.

A fun little cc stalling deck of mine.  Isn't great by any means, but I believe  :darkness/ :water is still slightly more used than  :time/  :water.
