How do you know? It is totally possible to get a fully upped deck by level 28 through grinding FGs. Alternatively, he could've just gotten the upped cards, then lost matches until his level fell back to 28. Also, I see no pic at all.
EDIT: oh whoops, he was talking about arena deck? My bad. I thought he meant he fought someone in PvP with the score that was level 28.

A level 28 Arena deck shouldn't have that many Arena customization points to spend.

Sorry I'm new to the forum, I didn't realize there was one for reporting arena exploits. I'll delete the post and move it to the proper forum, thanks for pointing me in the right direction.
