Keep it.
Generally, you'll want to keep every card, regardless of what it is. Eventually you'll want 12x of it; 6 upped and 6 un-upped. Owl's Eye isn't THAT rare; You can win it off the AI3 even, but it is still a rare. So yeah.. Keep it.

The general consensus is that, although all non-nymph non-mark cards are easy to obtain, you'll be kicking yourself in the butt when you're hunting for the cards you sold to complete your collection.

Money Management (http://elementscommunity.org/forum/index.php/topic,27551.0.html) -- read this article to learn how you can effectively save up electrum and not kick yourself for selling the rares that you thought you had no use for, but suddenly need.

Seriously, keep all your rares. Don't sell them until you have more than 12 copies in storage (enough for a playset of 6 unupped + 6 upped).

Mmm.  I remember the time I sold a 12th Squid without realizing it until it was too late.  Now, I don't typically use them in decks either, but it took me nearly 2 days of straight grinding before I finally managed to win another one to take its place.  As a result, I would say keep it; you never know how difficult it's gonna be to win another one in the future.

It's not really a matter of whether you play cards of a specific Element frequently; it's a matter of IF you'll ever play/need the card at some point.  And, to be honest, you'll likely need EVERY card at some point in time; because there's bound to be a deck type/card you'll wanna try out.  *points at Rutarete's personal text*

Keep the Owl's Eye; you'll be mad at yourself later if you sell it.
