Draws are not often in Elements, but imagine this situation

both players are down to their last card to draw, neither has PC, both has an eternity and a photon, both has a SoG, no other cards left, to prevent deckout, both players will rewind their photons over and over again, and due to the SoG (5 heal), neither will have their HP depleted. Each also has 3 time towers or more.

what happens then?

Actually, if that's PvP, autowin would have to happen sooner or later, I think.

I've had a very similar scenario happen to me more than one time vs. T50 decks.

Since a computer can live forever, and I have to go to work at some point, I just forfeit.

Play rock paper scissors(winner wins) or start a new round and annul the "draw".  That's my suggestion.

In tournaments, if the game is taking too long, they decide based on a coin toss.

In just any PvP game, someone will instawin sooner or later, like it or not.

If I were a TO in that situation I would just mandate a replay.

Replay would be the best way to go about it. If the situation keeps occurring, you give them the option to change decks. It's also my opinion that games decided by the coin toss be replayed.

Normally a draw is decided by repetition. For example, in the case of 3 fold repetition under eternity with absolutely no criticial damage done that cannot be healed, the player to move can claim a draw. That, or the first one to use eternity must be the first one to stop.

These are all normal rules for games, but I don't think it's been implemented here. 
Shards aren't overpowered, as long as you have them yourself.
