Sanctuary and Dissipation Field/Shield at the same time causes Dissipation Shield/Field to allow all creatures to pass through without a problem. Reasoning behind this is that Sanctuary forbids your quanta from being modified on your opponent's change, so if that same principle affected Dissipation Shield/Field then that would mean that either a) Your quanta couldn't be changed and that you would be invincible against all attacks b) Your quanta couldn't be changed and attacks would simply pass through like the Shield didn't exist. Option b makes more sense (and is balanced), therefore that's how it works.
