Pardon... but when did this change from, and I am looking at the timeline, discussion->petition->boycott->rebellion->revolt?

Discussion is one thing.
Petition is the mechanism to get other members on board with a decision.
For the purposes of this issue, Boycott = Rebellion = Revolt. No difference, no escalation.
Well, that logic is entirely nonsense to me, since the action is not even a "boycott", it is far from being equivalent to a rebellion or a revolt. What did I say about exaggeration? You don't (at least shouldn't) call a firework "atomic bomb" because people who are listening would get the wrong ideas.
"Prime minster, can I arrange some fireworks for this special occasion?"
"Of course, do whatever you see fit."
"Prime minister, can I initiate an atomic bombing of this meeting?"
"What? Arrest him for attempted murder and crime against humanity!"
