"Partially competitive" - to allow perception of originality to come in to play
"upgraded format" - the deck is fully upgraded hence it seems fair to judge it in upgraded terms/format
Maybe you did not fully understand its concept? Or did you mean it has a poor matchup against deck #2 (quanta denial reduces the winning condition to an early gravitypulled SoFo)?
Fractal is not supposed to be used on enemy creatures, but SoFo, which in itself is already an arguably overpowered card. Of course you cannot win with only SoFo and cannot sustain the quanta anyway, which is where SoI sees its use. 5 SoFos result in a 7/35 devour shard golem, more SoFos in an indestructible Juggernaut (skill: black hole; unsustainable in cost). Its definitely slow, but saying its not even partially competitive seems a bit harsh to me.

I would enjoy engaging in a fair back-and-forth on the decks, however, voting has already concluded and seems final so no votes would change and it would accomplish little. :-D
Also of note, I have built this on my account and it is quite neat to play and does work as you've described (struggles with being slow and as any Fractal deck with hand-clogging on bad draws)!
(INSIDE Info: I built Deck #2 explaining the likely perception that I singled-out just this Deck #1 for detailed-critique... because I did as just today I discovered it opposed my deck first Round.)
