The singularity rule applies for all AIs too. If they use 2 supernovas in a turn and don't get a singularity, it might be a bug, but it's more likely that they mutated or chaos seeded it right after.

There is also a known bug where the AI's SNs don't produce singularities if you are under SoSac status
