well, they also destroy hourglasses instead of shields, even if destroying the shield would make it win... its not wrong, thats how the priority was coded

If I were playing against that situation, I would destroy the SoG instead of the staff if I knew (or was reasonably certain) that my opponent had another staff in hand to replace it with.  It's not quite as clear cut as that, although if you know they don't have another staff or weapon, then you would destroy the staff every time.
