If you read "can not be targeted" as "is immune to spells and abilities" it makes more sense.
This isn't entirely clear either though, as they are still affected by effects (such as shields, nightfall and, kind of, bonds).
"Effects" is not an official term, it's just something I made up now.

Parallel Universe can not and has never been able to target immaterial creatures. Period.

Rain of Fire and Plague also do not hit immaterial creatures. The wording is arguably not specific enough, but then again, there is only so much room on a card to describe what it does. (Adrenaline has an entire article about it describing its mechanics, for example.) This is assumed to be intended behavior, as Zanz hasn't said a word about them in the five updates he has issued in the past three months. Immaterial status makes creatures very hard to deal with, but it isn't overpowered. Elements is not M:tG, so immaterial status has different implications than the shroud status, regardless of the similarities. In the future, who knows... maybe there will be a global effect that kills all creatures regardless of status. Until then, just kill your opponent before his immaterial creatures kill you.
I think Phase Dragons and other immaterials used to be targetable by PU? There was a screenie from a LOOOONg while back, which had a flying glory in the pic without the little immaterial status. This may have been in beta but I'm sure someone said that, it was probably either you or Puppy.

PU should NOT be able to target them anymore, not sure why it happened. Have you got a screenie?

PU used to work on Phase Dragons because Phase Dragons were not immaterial. After upgrades came out their stats were decreased and were made immaterial to get rid of the synergy with PU.

Exactly. The big decks back then were mono-Aether, FFQ, Bonewall/Chrysaora Poison, Nova Rainbow, and a couple others.

The one thing that I think makes sense is that immortal creatures should be able to cast an ability on itself. For instance, fallen druid should be able to mutate itself. You could also argue that creatures which have "phased out of this dimension" should be able to target each other. Sure those changes will never be implemented, but they do make sense.

You have no idea. The most popular deck back then was 18 pillars, 6 dragons and 6 PU. And Phase Dragons were 11/4 back then.

On a completely unrelated note, dating back to an even more horrifying time period: Dissipation Shield used to be a regular shield that blocks 1 damage.
To be or not to be, I can do both at once. Go learn quantum mechanics, n00b.

The specific targets of Rain of Fire are creatures on the enemy's side. Unless they're Immaterial, in which case they cannot be targets.

It's a Rain, they cannot be targeted by individual droplets. Or anything, 'cause THEY'RE OUT OF THIS DIMENSION.

I also support "Immaterial creatures can target each other", but doesn't seem like it's going to happen.
