It appears that a regular sundial gives you a free draw at a cost of 1 light.
The upgraded sundial gives you a free draw at a cost of 2 light.

That seems backward to me.

The advantage of the upgraded Sundial is, that it requires no Time quanta, so it can be used in every mono- or duo deck. You have to pay for that advantage with 1 light quantum.

In rainbow- decks, many people use the unupgraded version.

This is no bug.

Maybe olshanski is suggesting that the upgraded version should remain 1 light quantum to draw.  It's not much of an upgrade if most people are sticking to the unupped version.

Other possibilities:
~1 random quantum to cast, still 2 light to draw (not very helpful)
~2 random quanta to cast, 1 random quanta to draw (weird)
~1 time quantum to cast, 2 random quanta to draw (i like this the most, but then you wouldn't be able to put it in ANY mono or duo)

The reason upgraded Sundial requires two :light to activate is because if it was only one :light, practically any deck could play it and activate it. By requiring two :light, it is more difficult to activate. With the unupped version, the dual quantum requirement is sufficient to restrict its playability.
