A druid can create mutate a creature with steal or destroy, but it never mutates a create with reverse time/rewind.  Why not?

Too powerful.  Rewind has many uses that Steal/Destroy doesn't, from keeping you from decking out, to turning Mutants into their base card via rewinding, to keeping your opponent from ever drawing another card.

Also being able to rewind 2 or more times per turn is much more powerful than 1 time per turn, because 1 only stalls the opponent, but 2 allow to return everything he has already played. Also if you are using one to prevent decking out, you can use the other one on your opponent. This kind of technique + some healing would be able to defeat many decks by itself, and a possibility for such a technique to appear in many rainbows (1 eternity + 1 lucky mutant, so quite probable to happen) would basically add another winning strategy to already powerful rainbows. (Especially because rewinding right now is pretty expensive, at :time :time :time but a mutant always has an ability cost of 1 or 2 quanta of his element, so in fact mutants with rewind would be easier to use than a number of flying eternities)
