Card Costs

I've noticed a few things.
It just seems some creatures from some elements are stronger than creatures from other elements.

If horned frog is 2 cost for 3/3, shouldn't blue crawler and flesh spider by 2 cost for 3/3, instead of 3?
Why does Steel Golem have 6/9 for 4 and Abyss Crawler only have 6/6 for 4?

I think,they are some special facts per each elements.Life had good  low costing creature(horned frog,cockatrice,rustler,forest spirits) and water had some special feature(freeze,nymph tears) and death is better, when a lot of creatures dies(boneyard,vulture,bone wall)

different cards have different costs.

Cards arent supposed to have the same costs for the same stats, it makes some elements better for some situations.
