An offline trainer would be cool to have for those times when I have my laptop but I don't have an Internet connection.  I could still build and test decks, or tweak decks I built previously.  I have no idea how much work it would be for zanzarino to port the online version to PC.  If it's too much trouble, then obviously not.  If it could be done relatively simply, then why not? ;)

If you're talking about the trainer, you can simply download it since it doesn't require an internet connection to "log in".
As for the game (as well as for the trainer), you can just keep it open in a tab (after logging in) and play it offline. When you next connect to the internet, you can click "Not Saved!" to save your progress.

Okay, I didn't know that I could save all of the unsaved progress once I regained an Internet connection.  That still doesn't help me when I'm carrying the laptop around (turned off) and then I want to turn it on and look at decks.

For the uninitiated, how does one "simply" download the Trainer?  Right-clicking on it just gives me a menu with:

Global Settings...

Though, the downloaded trainer won't work without internet connection. Dunno why.

Right, now that I've tried it out, it just so happens that the trainer does require an internet connection to start up, so there's no reason to explain how to download it (though I assure you it's very easy and requires no externally downloaded applications). Unless there are concerns with making the game more exploitable, I don't see why zanzarino wouldn't take off this requirement.

Also, to answer your question about "port[ing a .swf] to PC", note that you can open any .swf file with a browser.

Once I learned that it's a .swf file/application, I used Google to learn how to download it, which I had to do in Firefox.
I downloaded it.
I turned off my laptop's wireless adapter and rebooted.
I opened my downloaded .swf file in Chrome, and it worked perfectly.  I'm able to do everything in the Trainer that I can do when I'm online.  That is exactly what I was seeking.  Thanks, guys!

I don't know what browser(s) you guys are using to test.  I'm guessing Firefox or Internet Exploder.  Anyway, just know that it works in Chrome.

The thing is that it doesn't work if you have yet to access it from the same browser instance. Thus, it doesn't fulfill your condition of being able to do it from the state of a turned-off laptop.

At this day and age, Flash handling isn't browser-specific. Try restarting your computer and doing it without internet connection. You'll see what I mean.

Look carefully.  That's exactly what I did.

(emphasis added)

After rebooting, my laptop was incapable of connecting to the Intertubes, yet it ran every piece of the Trainer flawlessly.  I cannot tell you why it worked for me while it did not for you and Absol.  I can tell you only that it did work for me.  Sorry.  :-[
