The game does have mulligan. It has a single auto-mulligan. If you get no playable cards in your first hand, it reshuffles your hand into your deck and gives you a new hand. This happens once and it is automatic before you even have time to know what is going on.

Because it's auto. You just don't see it happening. If your first hand has no 0-cost starting cards, it will reshuffle and draw again, but only once. If you keep getting hands with nothing to play, make your deck better.
