So, here are my 3 suggestions that all go together.

1st: Airborne creatures are not effected by flooding.
2nd: There be amphibious creatures that are also not effected by flooding.
3rd: Floods upkeep nerfed to 1 :water or even none at all.

I havent really decided if I like these or not, so instead of just pondering them in my head, Id see what others think
Reasoning for "amphibious" passive skills is very simple. I see no reason a frog should die, and yet, a freakin robot/machine (steam machine) survive.

Airbourne creatures are affected by flooding because they eventually tire and have to land.
There was an argument about frogs surviving flooding a few days ago, so I'm not sure about that.

wow, you replied fast. I updated the OP with reasoning on the amphibious passive skill

And I dont see a reason for them having to land if it is a passive skill and cant be removed. Thats just imo though. The battles are short, not days long
EDIT AGAIN

The Sooty Terns bird can got 3-10 years without landing (or so ive been told) , and an albatross can stay in the air for weeks
