Until there exists more PC cards, it is necessary for Deflagration and Explosion to have the lower cost.
I do not understand your unstated reasoning.
Permanents will be balanced in part with the consideration of half* the Fire/X Duos choosing to use Deflagration instead of the other element's PC. As such Fire/X duos that use Deflagration for PC should be balanced with or without the metagame existence of the other element's PC.

*Optimal balance is marked by ambivalence between choices.

I dislike Deflagration buff. I don't think it is needed, warranted, or beneficial. Not even with low amounts of PC cards. I believe it would be best to introduce other PC cards and leave Deflagration as is. It would also be good (not best, but good) to leave Deflagration nerfed even without more PC. Especially if you introduce the rest of your changes - namely, Dim Shield...

I would love if other PC cards were introduced into the game, but this thread is about balancing only the cards we already have. Why can't PC be as cheap and accessible as CC? Yes, there are more creatures than there are permanents, but permanents more often than not have a stronger effect on the outcome of games than creatures do.

1) PC should cost more than CC because Permanents cost more than Creatures.
2) Permanents will be balanced in part with the consideration of half* the Fire/X Duos choosing to use Deflagration instead of the other element's PC. As such Fire/X duos that use Deflagration for PC should be balanced with or without the metagame existence of the other element's PC.

You're forgetting that including a permanent in a deck will more-often-than-not benefit that deck, while including PC in a deck is totally dependent on your opponent's deck.
So, in nearly all cases, having a lot of permanents in a deck is of more advantage than having a lot of PC in a deck.

^ This is the case in every CCG I've ever played.

Don't think ash eater and deflag need that buff. Even more nerf for phoenix? Rage potion has been changed completely that it's not useful as a strong control/glasscannonmaker.

True, but rage potion is supposed to be used as either CC or for creatures who can take the 5hp to become more powerful. By making rage potion only cost 2|3 hp, that dramatically increases the creatures it can be used on. It's a bit too powerful for a buffing spell.

Nothing special, chimera should be heavy though.
I like the unupped oty btw. little buff to armagio is welcome and needed too.
buffing accel/overdrive will allow more funny and original deck I think.
I you nerf supernova you should also nerf BH I think, maybe drain only 2 quanta..
I wish the graviton merc/guard can have a little usefull ability..

Likes:
- Acceleration buff, makes it more likely to be used
- adding (Heavy) to the Dragon puts it closer to the other elemental Dragons
- Otyugh and Firemaster buff

Unsure:
- giving (Heavy) to Chimera, while making it more useful, removes the "best" counter to it...it does open up lots of interesting strategies though.
