I feel like you should have the option to rate Arena decks even when you win. Most of the original and interesting decks... well, lose. Just my $.02.

Arena was designed to support winning decks. So if interesting deck don't benefits from your vote, what's the point? and if any deck benefits from your vote, that's not what is going to be implemented, imo.

Consider the effect of upvoting weak decks that are not well built in order to keep them around for longer for easier wins (supposing that upvoting a deck when you win against it will reduce the effect of arena rating loss). Wouldn't that be just a
tiny
bit abusable?

Rating does not necesarilly involve the deck getting any benefits from it, it could be nice to know what people thinks about your deck when you care about building original decks and not just winning.

Yeah, what Jocko said. I don't mean set up a system where it can be gamed easily, just sort of a 'Hey, cool deck, bro.' sort of rating. Am I amiss in my assertion that winning decks are generally retreads of already established combos?

Nope, its mostly cookie cutters, or over use of overpowered cards (cof cof sofo)

This would be an interesting implement and would also reward the attempts at creative decks. I like it.
That being said, should this go in Game Suggestions?
