I think the whole point of these weapons was to create a weapon any element could use but trading that versatileness(couldnt remember how to spell vers...that word) for weakness...
The versatility comes from costing  :rainbow. We already know that X :rainbow < X :death. However the unupped cards are weak even after taking that into account.

Yes, these weapons are more versatile, but each element has its own weapon. You don't really have to use a specific element just to be able to play a weapon. These elemental weapons are far better because they both deal damage higher than the non-elementals and have abilities of their own.

I also think that increasing their attack power is not a good idea.
As already told, the rarity of the elemental weapons will be elliminated,
why actually try to acquire those rare weapons if you have equivalents from level zero?
That way we just make the rare weapons' existance pointless.

Rarity is never a deciding factor in balance. Giving rares a stronger power will only make the strong stronger. As of now, these weapons are useless to a veteran who has acquired all rares.

Look at this scenario:
We have a card type A. A has a card set B, the buyable cards, and card set C, the rares. And let's say we have a card set D, the other buyable cards.
Following your argument, card set C should be more powerful than card set B because they are rares. So let it be.
Because card set B and D are all non-rares, they should be balanced with each other. And so it happens.

Now you get shards! SHARDS! Shards everywhere! Shard of Focus, Patience, Divinity, Freedom, Integrity, Wisdom and other OP crap. And no, they are rares, they should be powerful! They must be strong! Congratulations, you just ruined the game.Well that escalated quickly.

Rarity in EtG serves as an optional challenge. Not a mandatory one. Many would still seek to obtain some rare weapons even if both rare and common weapons were simultaneously balanced.

For me is ok.After all if we buff them why should we collect rare weapons.The only way these cards are weak is for the start (for newbies)who don"t have rare cards.Although upped are really useful cards...

If they were on par with Rare Weapons then people would still collect rare weapons as a challenge, for completion or for the same reason people don't all play the same element.

Comparison time! Not bothering with upped versions since upped versions seem balanced to me. (going to assume mark benefits since that is how you should use them)

Dirk 3 damage (death and darkness)

Short sword 1 :rainbow 3 damage

Hammer 2 :rainbow 4 damage (earth and gravity)

Short bow 2 :rainbow 4 damage, ranged (air)

Lobotomizer 3 :aether 5 damage with lobotomize

Fahrenheit 3 :fire 4 damage, doesn't usually go over 7 in a match

Titan 5 :gravity 7 damage, momentum

Arsenic 2 :death 2 damage (+1 each turn)

Vampire stiletto 1  :darkness 4 damage + healing.

I'd say besides stiletto and arsenic, these weapons are fine compared to rare weapons. They offer a much cheaper alternative for getting out damage earlier in exchange for the abilities of the rare weapon. Short sword is in a lot of unupped rushes. Same with bow/hammer in earth/gravity/air rainbow decks. The problem is that dirk seems to be merely a crutch for a player until they receive an arsenic or stiletto.

Definitely a thought, if all the unupped other weapons received +1 atk. It's make their upgrade bonus actually seem like a +2 instead of +3. I'd also like to see sword with the same offense as Fahrenheit and lobo for slightly less cost since it sacrifices the abilities of them for pure speed.
