Clan fights have been replaced by events like War and 3-man PvP. However, we do not have enough people playing elements, especially PvP, for an ongoing clan war.
I played one game where there were guilds of up to 10 people and the guilds would gain score when one of their members rose in score. It kept a few people who were done grinding see a point in grinding. I think a clan system would not be worth the time it takes to implement it because so much of Elements is focused around PvE.
