The Ticking Time Bomb Thought Experiment

There's a time bomb hidden somewhere in the city. It will explode very soon, and only one person knows where it's hidden. However, he/she refuses to give the information. Is it moral to use torture to get the information out of him/her?

This is a thought experiment with both options requiring some morally questionable activity (allowing a city to die / using torture). It was made as a counterargument to the idea of torture being an inexcusable act no matter the circumstance.

The card itself forces the target creature to take on the role of the one who has to be tortured. If they do not "suffer", then the entire "city" will be hurt.

In game use: AoE for Time. An interesting interaction with Quint (Anubis buff maybe?). Also would be interesting with Voodoo Dolls.

If target creature dies within those two turns, then the damage will be canceled. The target creature also takes three damage (they still get exploded by the bomb since they're still in the city :P)

Hmmm... instant 2-damage AoE is cost of 3 :air and 2:air (T-storm) and instant 3-damage AoE is cost of 7 :fire and 5 :fire (RoF). This card suffers from two turns in which intervention can be done to prevent the AoE damage. To me, that seems like cost between them is about right for a high-end damage effect that is delayed/preventable.  So, 4 :time and 3 :time -- however since the intervention requires the opponent to kill their own creature to stop it so 5/4 might be right.

Oh wait - does this damage your own creatures as well?  If so, then a -1 cost reduction to both upgraded and normal might be fair...

It damages own creatures as well. I guess it doesn't have to. Perhaps the upgrade could be like Pandemonium's upgrade where it gains cost but only affects the enemy?

Also, what if the damage were to be raised to four? I feel like there should be a higher incentive to use this, since right now the only benefit over RoF is that it's in Time, which isn't always a benefit anyways. Cheaper true, but takes a lot longer. Two more quanta can easily be generated in that time. And RoF isn't weak to CC.

I'd personally put the cost at 4 | 3, seeing as quite a few creatures can be killed with this because they could have 3 or < 3 HP

Updated to this since no reply. Any thoughts on this? I had a feeling that the unupgraded was one of those cards that appear powerful yet aren't.
