The ultimate mandate always rests with the Admins. Though you're shaping the event before it begins, you have no unfair influence over it once it begins; since the rules are laid down, all you do is enforce them as an Overseer.
The classic moral quandary in philosophy over organization->participation doesn't apply to all games; there are criteria that must be fulfilled to achieve a problematic status, two of them being that ultimate mandate must rest with you and that you have real-time influence over the event. Unfortunately people that don't know the basics of deductive logic like to attack problems they don't understand, which has popularized and mutated many issues like these. At best you could argue that you could make tasks that you prefer, but that's a non-argument because every Trial Organizer does that, consciously or not. It's simply what makes each Trials different; gives it unique flavour.
