As a general rule, the size of a committee and the speed of its decisions are inversely proportional. This is why the UN has a Security Council of only 15 members: So that (in the rare case of all the veto powers agreeing/abstaining/not being there to vote, but that doesn't matter here) decisions that need to be made are made quickly. I support a maximum of, say, twenty-five. And maybe do a Security Council type deal where some (three to five, perhaps Global Mods + SG + one or two others?) are permanent and EVERYONE ELSE is elected.
