In regards to the question about what to do when there are a large number of qualified candidates you want to be/stay involved: One possible idea could be to make a rule that says council members can only serve 2 (or whatever number you'd feel suitable) terms in a row, and then they have to sit at least one term out before reapplying. Increasing the number of seats can work, too, but you wouldn't want too big a number.

Well, the good thing about that would be, like you said, that others would get a chance and we'd get some fresh blood to throw in ideas. Bad thing would be to get rid of Council veterans who know how things work. I think veterans are the most valuable resource our forums have, and they should be "exploited" whenever possible.

Okay so here's an idea then.

Make it 18 so there will definitely be at least 6 new council members. Then institute a 2 term on, 1 term off rule. That would ensure there are always some veterans...

During their off seasons, the vets can do other jobs...

I don't consider myself a veteran or anything, but I can assure you that Council isn't terribly demanding as a position.  A Council Member just votes, posts, and plants the occasion potato.  The primary reason veterans are nice to have is that they will remain active during most of their terms, which is very nice to have.  I ran as CO + Council Member and I still had time to post around the forums.

Alternative:

Run 2 polls. One for the current Council members, plus any newcomers to it, whowant to take a chance, out of which the top 8 gets a spot. The remaining applicants are gathered in another poll for those who have never been in Council, where 4 members come from.

I'm just brainstorming here. It's pretty simple to me, though; some members of the current Council will be highly unlikely to get a vote from me. Fresh blood is the way to go.

thats because you know whats going on in the council and might have biased (for better or worse) your opinion on certain current councilmen based on that
but for us, the publics/commoners, we dont know how well the current members perform individually
only basing our opinions on you guys as a whole
you see the dilemma here?

I am going to make public the Council section post count of each current Council Member that is applying for a second term. Post count doesn't of course tell about the quality of those posts, but it does give some idea on the activity of the Council Member in question. For example if a Council Member has posted less than 10 times during these past 3 months, it's very easy to see how much he or she has participated.

Everyone is of course allowed to vote using their own criteria, but I personally think that activity is an important part of being a Council Member.
