If there is any tie, SG will be the breaker.  However, this last Council did not have a single tie yet.  We've had amazingly close votes, of course, but never a tie that SG needed to vote on.

With all the returning members I would guess only one or two new members will have a chance to join. The council has done a good job so there is no reason to vote them out(except for the ones who went AWOL and became inactive).

I think 18 is a bit much. It isn't representative government and we don't need multiple houses/chambers etc.

I understand the desire to include people but there are plenty of less glamorous jobs that need to be done as well.
