Last resort: The witch is technically mentioned in the story and could be an outsider.
The witch is an outsider, that got into the hotel without howard noticing through a secret passage. She genuinely enjoys spreading confusion, which is why she threw the masterkey under the basement door after taking it from the dead Howard. Previously she killed Howard in the following way: She entered through the secret passage, before Howard got to the room and set up a snare trap. As soon as  Howard saw her (after entering the room) he huried towards the suspicious intruder, running right into the snare trap. The witch then cleaned up all the parts of the trap aside from the noose. The witch escaped through the secret passage again, but had not taken the time to cover her escape, which is why I later saw that object sticking out that I could not investigate I guess to make that count as complete truth, I have to give an explanation for Howards death? (will edit very soon need to read story again)

No human exists who can hold the title of "Witch". So, basically, by saying it was the witch, you are only helping me.

Alternatively:
Bill returned once before going to the police station to push the key into the basement. Why and how did he get the key? He killed howard the same way the witch did in the other blue truth and wanted to distract the police as much as possible (since he killed Howard) (he was smart enough to believe that the police wouldn't suspect the one that called them right away, but wanted to keep them busy for longer.

When Bill left to get the police, he did not return until he brings the policemen.

Lucy threw the key under the basement door.

Blue truth incomplete, sorry. According to the story, Lucy is dead at this point, so you would have to explain that.

But then you forgot this: It is impossible for someone not mentioned in the story to throw the key under the basement door.

Question: Who does howard know is staying at the hotel? We're running in circles here, saying so and so threw said key under the door, but a red truth says "no one threw the key under the door that howard didn't know"... my last resort it to mentioned everything everyone else already said, edit out the word "throw" and replace it with "slipped" but it'd be playing semantics, and idk if semantics count in this game.

Since you already know that it was a human who threw the key under the basement door, you already know that it was "thown", as opposed to "slipped" (Not that it would be any difference anyway).
And to answer your question, you also know that As far as the Howard (the owner) knew, there was no person in the hotel besides those mentioned in the story. Those mentioned in the story are you, Lucy, Alicia, Bill, Charlie and of course Howard himself.

Howard knocked on the door, Alicia opened, he got in, killed her, got out and then locked it using his master key.

Consider those 2 as only one blue truth.
