Create a card that can completely make an element or the whole Elements unbalanced
...and understood that to mean that as long as the card's cost and effect were balanced, the one card could do the breaking by itself.

This topic seems like it's just asking for someone to post a card that already exists

10 :air Shockblast. Mass Shockwave. Less damage efficient than RoF, but combined with a Permafrost Shield and a couple of Arctic Squids, you'll be able to insta kill more than 6 creatures in a game. Could lower cost and damage without reducing the OP combo

Something that doesn't have a large cost: 2 :entropy Superposition. Move all creatures to random places on their owner's field. Currently the only position dependent thing is Flooding. This kills a little over three quarters of all your opponents non water non immaterial creatures in conjunction with Flooding

I'm unsure if a Fractal for permanents would be innately OP. But Fractal Dim Shields, Fractal SoG, Fractal SoV, Fractal dial, and maybe Fractal pillar

Nerve gas

3 :time

Inflicts 2 neurotoxin damage (to your opponent) at the end of every turn. 1 extra poison for each card played. Poison damage is cumulative.

Typically, the phrase I highlighted is another way of saying "is neither overpowered nor underpowered".  Obviously, your complaint is that the cards I posted are overpowered, despite the work we did to balance them (mostly by giving them a high cost).  Since this is your thread, and there appears to be no other way to make you happy, I have deleted the offending posts.  You're welcome.

Works to allow Dune Scorpion to be used in a mono (and is better than the old SoP at that) and makes Anubis much more powerful, but I think the ability is balanced in and of itself. I'm not sure about the cost, though.

Why are you quoting that?
In any case, I think the issue is that attack scales linearly, whereas health scales with diminishing returns. Having the swap apply something similar to how Catapult scales might make a health/attack swap card be balanced even in the face of Titan
