Sadly no, but it does make it easier for you (and others) to heal people back up to 'full' HP.

Start of the round technically.

Example: If you use say, Cannonball, while being at the bottom of the threat rankings, and someone -tries- to use Kaleidoscope on you, you're still not going to deal max damage because the cannonball damage was calculated based off the current round list, not the next round threat rankings.
