Alright, time to state things as they stand, then.
There are four Wraiths.
Aves, Demagog, Kuroaitou, and DoubleCapitals, who is inactive.
Hunters, Megalomaniacs, Engineers, Sanitation(inactive)
It was very likely that DoubleCapitals was a Wraith.
Two conclusions:
First, the sanitation pad is the safest place to discuss all of this, as they have no possible Wraith there.
Second, the Wraiths spies should work to disable Wraiths as much as possible. 1 action can relinquish 1 tile. No rooms means no territory. If spies take control, then the wraiths will disappear within 3 rounds. Evicting the wraith is an option, but it is less reliable as if a spy gets evicted it's suddenly 1-1 instead of 2-1-- I find it improbable that both kuro and dema are wraiths given that the change in win condition was released to dd before I even read the PM.
Anyways, what you should do to keep wraiths in check assuming the wraith spies fail to disable them:
1. UNALLY Wraiths. If you do not do this, Wraiths will activate resource collection and trigger a major collapse, or they will power down the main reactor-- disabling the elevator in the process. In addition, they combined influence of allies does not apply if an ally attacks an ally. All factions must do this.
2. Wall off the Wraiths' connection to the elevator, to prevent them from bombing the elevator repeatedly. They cannot hold the elevator, and expanding foam and bricks do not work inside the elevator-- the three tiles to the south of the southern entrance should be filled with expanding foam. One way to achieve this is with the use of a drone.
3. Engineers, Hunters, race as fast as you can after sanitation towards the elevator. Hunters have the option of going "north" and taking the southern entrance from wraiths, but they can use expanding foam to block you off. Engineers are pretty much stuck depending on the eastern entrance following Sanitation.
4. Sanitation, secure the southwestern quadrant of the map from the wraiths. If they capture/hold your bottom left main-base-tile, you lose the entire corridor to the elevator.
