2. What happens if more than 1 players bid the lowest (e.g. 0)?
1. By PM. They are revealed after the first round though.
2. RNG.
My 3 game-modification principles:
1. If it ain't broke, don't wreck it.
2. Simple fixes for simple problems.
3. Remember to fill in the holes.

Chances are, in that sort of .thing, different players chicken out different amounts, so you get bids for 1, 2, 3, 4, and others. Only the audacious should vote 0.

Which is why I designed it so someone can keep the game going if I stop responding.
Maybe I could have teams start with 50 pts and uw players with 30?

Maybe just take away 5 points every round a team is in; that leaves only 20 rounds with nobody tagging anyone rather than 50 or 25.
