All right. I was just thinking(and I'm by no means experience with this type of game) that every time a team got close, the other three teams would make it so both he and the rainbow got stuck. This ends up reducing the rainbow tail and creating more space, making it harder for someone to get themselves in a good position...

The tail has to keep increasing in size for there to eventually be a winner. If at some point, we decide it's impossible for there to be a winner with the current rules, I'll probably add something like no piece may be moved more than twice per round.
