Since the game's almost done, I want to suggest these three revisions for next game:
1. The it-transfer is determined by queue. The initial order of the queue is determined by the auction, and when a person is it, they are moved to the back of the queue.
2. Instead of resting, a person chooses to "stomp" or "stride" on their move. Striders get .5 points if they move without collision. If two stompers or two striders collide, they both lost .5 points. But if a stomper hits a strider, the stomper gets 1 point, and the strider loses 1 point.
3. Each person is assigned a minimum bid. On one hand, a person may be forced to make a high bid. On the other, if any ties happen, the person with the lower minimum bid is considered as bidding higher.
