Just ignore a potential Raiden Mei and let Emma track down Raiden Mei. If Raiden interferes, a mafia is now exposed. If Raiden is town, a semi-doc is now known to Emma. Unless someone knows of a role that is almost certainly mafia for Emma to target?

For Cecilia and Kallen I would prefer no ability usage, possibly with Frederica keeping an eye on them to ensure no abilities or Honkai Cores are used.

MW-- i looked briefly and didn't see it really apparent... Where is ian scumreading TorB?? I think you night be misunderstanding how Kallan role works, you would typically as town target a scumread you'd like to die with a townread you think might\likely die to get +town EV in the result where the townie is nk. At least that's how I see it being a role use for town favor (still confused by how that role can benefit scum... Much better as a town role in terms of power)
Targeting two scumreads might be even better. You are quite sure to be mistaken at least once. If both are commonly scumread it is a bit trickier. At early stages it probably won't attract a NK but at later stages the pool gets narrower and vig roles might sense their time and take action.
