I am just making an assumption. I was truthful when I told him my role because I felt like taking a risk and my role isn't that great anyway. He wanted me to use my ability to help with his plan, but obviously that failed. I am fairly confident that he believed me enough to use me as one of the people this scientist targeted.

Ginyu, if TE uses his ability and doesn't vote, will clairvoyant's passive go off? Will the robots end up "no voting?"

The Clairvoyant will make the warning in any way. If The Evil does not vote, the robots still lose their voting power.
