he confirms himself by telling everyone whose going to die with the use of his ability, then he still has 1 sniper use left

And then the Sniper gets converted by a zombie/killed by Govt., and then we have one less Sniper. You're kinda hitting some red flags with me, Crock.

Cant be converted or killed because of the doctor

Doctor is EoR. Could simply just kill him the Sniper next night phase. Flipping a coin won't work, as it's been demonstrated with Root. Your plan is faulty, and benefits the Zombies too much if it fails.. Which is exactly what a Zombie would want.
