It initially referred to a mafia setup of one mafia, 1 each of sane/insane/naive/paranoid cop, however iirc has expanded to include setups with basically multiple investigative roles of differing utility.

Zawadx logged onto Elements the Game. The Oracle had not yet reset for the day, but it would within an hour or two. Bored, he checked into Arena. The four arena leagues were still dominated by shards; apparently Zanz was doing something freaky. Indeed, today the top players in Arena kept shifting every second, as if someone was searching through them.

Finally, for a moment the top of the leagues rested, and Zawadx glimpsed some familiar names in each. Wigurashi, Zsader, Camietsu and Eccense! The 4 Arena Moderators! Something mysterious was afoot, that was for sure. Zawadx stayed glued to the screen, not wanting to miss any of the action.
