1. Helper, because it's a (albeit less powerful than usual) Doctor with a voting buff to boot.

3. Helper saves Dm, so he has a turn to consolidate more information and ensure the Admins get together, which is obviously the first priority. There's really no one else worth saving, except maybe Root if you did not target him last turn or Mort to ensure his survival as he is our next confirmed civvy candidate after Dm. Mafia will likely try to mess up the Admin meeting, for example via one of them impersonating Admin C. If two players claim the same admin role, Dm should
not PM all the admins at once so they could duke it out, as that would be revealing all admins to the mafia, but rather announce publicly the two players who claim the same admin role. This works three-fold, as it 1. gives Admins a mafia target to ascertain their roles, 2. gives civvies who are feeling lucky a chance to kill a mafia, and 3. gives Helper who is feeling lucky a chance to save the Admin who will no doubt be targeted by mafia, potentially giving another confirmed civvy. Mort is almost definitely a confirmed civilian, unless the real Veteran is inactive or decided not to reveal himself. To gain the most information once Mort is confirmed, the Admins should target the following: A should target Mort and B should target skyironsword, to see if skyironsword is civilian or mafia. C should do something, probably target Mort. D could target Mort, skyironsword, or a random player but the result will likely be an unhelpful "Troll".
