I think in future games, it would be more fun if instead of killing people for not voting, make their votes randomly go between the people with the highest vote count.
For instance, player A has 5 votes, B has 4, C has 3, and D has 1. 3 people didn't vote, so their votes are randomly assigned to players A, B, and C, because those three votes could kill any of those players. Their votes can't go towards player D because the votes wouldn't be able to do anything.
That doesn't take into consideration vote modification abilities, but it's pretty straight-forward.
Killing people for not voting is not fun nor healthy game design, as not voting would be a viable strategy.
Additionally, players that have votes on them are encouraged to vote, to prevent these random votes from going towards them.
