Stampede - Target a player; if the target gains the majority vote, they cannot revive by any other effect should they die. This effect fails if the majority vote doesn't kill the target player.

So this effect can also be re-used if the target player doesn't have/get the majority vote?

Let me reword it - the idea is that you select a player, and if they a) don't get the majority vote, or b) get the majority vote and don't die, then this skill can't be reused again. This sounds a bit weak, so I might tweak it a bit...

Thus, I think the rule needs rewording/changing, as is, it's abusable
