I trying to put some effort into being online when the round ends, but with how randomly they end, basically the only way to guarantee that I can pass on my information is to be checking continuously.

I agree. As an Angelic Prophet you depend on the timing, 15 minutes before the end of each round, and if you don't know when the round ends, well it get's really annoying. If I don't check back every 10 minutes, the chances are, that I can save a civilian, pretty small... I said this before (and this goes to anyone hosting a mafia) pick a time, which suits you, in which time you can be online EVERY DAY. And stick to that time. +-15 minutes is okay, but +-2 hours? Come on....
