Important Question: Should I allow reserved actions? Meaning a person can PM me what time they want their ability to activate, just in case they aren't able to post at that time.

I would have to say no to doing such a thing, for your sake.  Allowing time-activated abilities would present a dilemma to yourself since some abilities would undoubtedly have to be activated whilst you are normally sleeping.  If there is a way to bypass this annoying fact, yes, I would support such a thing.
