It's not decided yet. ^^" Matchups are mostly random, but if you want, you can raise your level range by 1, meaning that you'll be more likely to be matched up with a higher-tier opponent. If you get matched up with Kuro, and the result is not a tie, it means that everyone else who lost even once will have no chance to win anymore, that's why you are not scripted to face the strongest opponent.

I answered a similar question in the Q&A, specifically:

Question: What happens if multiple players gather the 4th part in the same round?
Answer: If that happens, the others will be eliminated and they will be paired up in a final showdown.
Question: What if multiple players is 3 players? Or any odd number?
Answer: That means one player will get a bye and need to fight 1 time less, with the drawback of his upcoming opponent having +1 extra mystery card.

Just wanted to point out real quick that I think the tiers are a bad thing in EDT, assuming I understand them correctly. It encourages those who are already winning to have a higher chance of winning the overall game. E.G. if you put two 3-part people against eachother, and make 1 and 2 part people verse eachother, then the 1 and 2 part people have no incentive to play as one of the 3-part people will win the event.

Those players who didn't collect any parts of the Dragon Scepter yet are now in a huge disadvantage compared to those who already have 2. The only comeback chance is if players with less scepter parts get matched up with the leading players, and the player with less parts win. Players with more than 1 mystery card difference won't be matched up in the brackets by default. However, if you feel like you can take down a bigger opponent, you can ask the organizer to raise your level range by one, enabling you to face opponents with 2 mystery card difference. Watch out, as it will increase the difficulty slightly!

This is still bad form, as it places the responsibility on the players, not the event, to realize the obvious problem in the event, and also does not solve the issue of two 3-parts being put together and lower part members having matches. If anything, the rules should try to avoid players of similar tiers being put together, at least towards endgame.
