3/5 - A quick SoSac counter that also has a better utility than Purify and has a really a useful ability - this might be undercosted, given that paying HP is often cheaper than paying quanta. The self-Silence is interesting but I think it should've stopped creatures instead of spells to limit it's usability for anti-SoSac in a rush.

Notes: Avoids the spell restriction of Unholy Bargain in case you need to negate the card yourself.

5/5  I don't see much to dislike about your card.  It'll always have utility in any deck and seems fairly costed.  The only downside I see is that it's a fairly good counter for Counter that Card for any situation.

Name: Rod of Control | Staff of Control
Cost: 12 | 10
Element: Colorless
Type: Weapon

Weapon:  deal 4 damage at the end of every turn.
6:  Target creature, permanent, or stack is delayed 1 turn.

(same for upgraded but 7 damage instead)

(I was aiming for something like Icy Manipulator)

2/5 Looks like a very roundabout and expensive way of countering Lock and Key, and it would be much easier to play a second Lock and Key (negating the Rod/Staff of Control) than a second Rod of Control. I also have a bit of an aversion to non-basic Other cards. All that said, it is versatile enough to be genuinely useful card given some tweaking.

Name: Savage Relentlessness

Cost: 4 :life | 5 :life
Type: Permanent
Text: Cards are unaffected by negative non-destructive effects.
Notes: All creatures and permanents are only affected by cards which are under normal circumstances a buff (e.g. Plate Armor), or which damage or destroy the card (Earthquake, Otyugh, Shockwave). Ice Bolt deals damage but cannot freeze. Mutation works as normal.

4/5 Although it has a fairly good quanta cost for going about what it does, it doesn't completely counter it, as it still does damage.

2.5/5 - Interesting concept, but it feels a little too expensive for a status buff + respawn card (Quint only costs 4 :aether and protects beforehand). Based on the wording, the effect could be negative, which means it doesn't fully counter Savage Relentlessness. Not sure if ATK | HP addition was intentional, given the context - is a Heist | Rebirth creature 'generated' as a copy of target creature, or are you simply respawning the original creature through a more complicated destroy effect?

Name: Tartarus | Tartarus
Element: Death
Cost: 4 | 3 :death
Type: Permanent
Atk|HP:
Text: Creatures can't be spawned through non - :death effects.
:darkness :darkness : Sacrifice Tartarus to summon a 6 | 6 Cerberus token.
Notes: "Asking the living to sustain themselves in the realm of the dead is the request of an imbecile." - Morte
Hard counters Heist and turns into a beatstick if you need more utility out of it.

1/5 It's just a Lycanthrope with a very situational continuous ability. I wouldn't use the permanent without the Lycanthrope effect, and I wouldn't use it for the Lycanthrope effect. Again, I'm probably just spiteful because it's really hard to make a one-card counter to a card that would never even show up in the meta.

Name: Minesweeper
Element: Earth
Cost: 2 :earth
Type: Creature
ATK|HP: 0 | 2
Text: :earth : Activate and then remove target permanent's ability.
Notes: Target a permanent, activate the effect of its ability (for no cost of the owner), and then lobotomize the target. Can target permanents controlled by any player.

4/5.  I like the card.  Not sure it's useful enough to use very often, but, it's a fun card that gets the job done.

High Energy Orbit
5 :gravity
Permanent

Activated abilities have their quanta cost reduced by one.  If cost is reduced to less than one that ability may not be used.

Note:  both effects are only while High Energy Orbit is in play.  Multiple copies stack.

But it inverts the effect of curing delay into an effect of inflicting delay, which can then be used to delay any target card for two turns.

But using that logic, every card counters every card. Because every card is related to every card, if only indirectly. SO, following your logic, killing all the butterflies in the world could destroy all hurricanes, because of the butterfly effect: a butterfly's wings' flaps can very indirectly cause a hurricane.
