Vote: 2/5. It seems a bit off. It's very specific, does not synergize well with... practically anything, and it is probably overpriced. Still, flavor is nice and it does counter the above card.

Notes: I don't know about the balance on this one, really. The most you should be able to make out of it is hyperbuffing a creature, then use TU on it, but it falls squarely into OTK territory as you would need a rainbow to make it work. And OTKs are usually too fragile to work well (except against FGs). Still, it might be a little bit too good in a fire rush. Also, phoenixes might be an issue (it's basically a 4 cost 7 damage spell, but with 21 damages loaded upfront... although it requires another card to work). Overall, I think it could work, but obviously we'd need some testing.
